Urmare a protestului cetăţenilor de la Punctul de Trecere a Frontierei Halmeu din data de 15.02.2014, începând cu ora 16,00, prefectul Eugeniu Avram s-a deplasat împreună cu reprezentanÅ£ii Inspectoratului JudeÅ£ean de PoliÅ£ie, PoliÅ£iei de Frontieră ÅŸi Punctului Vamal pentru a discuta concret cu protestatarii despre doleanÅ£ele acestora. 
DiscuÅ£ia a avut loc la Primăria Comunei Halmeu unde prefectul le-a explicat cetăţenilor despre necesitatea introducerii măsurilor prevăzute în Ordinul ANAF nr. 3477/2013 care defineÅŸte caracterul ocazional al introducerii în România de bunuri aflate în bagajul călătorilor care vin dintr-o Å£ară terţă spaÅ£iului extracomunitar. 
După discuţii concrete, cetăţenii au înţeles obligativitatea celor care vin dintr-o ţară terţă de a respecta normele prevăzute în ordin, conştienţi fiind despre efectele juridice ale acestuia în caz de nerespectare.
Prefectul Eugeniu Avram i-a asigurat pe cetăţeni că va transmite doleanÅ£ele lor Ministerul FinanÅ£elor, Ministerului Afacerilor Interne ÅŸi nu în ultimul rând Guvernului României. 
Cetăţenii au mai precizat că ei nu urmăresc să săvârÅŸească speculă în materie, ci doar să-ÅŸi completeze veniturile. 
Duminică, 16.02.2014, prefectul Eugeniu Avram a convocat o şedinţă de lucru cu reprezentanţii factorilor cu atribuţii privind aplicarea Ordinului ANAF şi, împreună cu aceştia, s-a redactat un Raport ce a fost trimis Ministerului Finanţelor Publice, Ministerului Afacerilor Interne şi Guvernului României.
